HARRISBURG, Pennsylvania — New details have emerged in the December 22 murder of 53-year-old Stacey Shannon.
Brandon Martinez, 34, was arrested on Friday, Jan. 6 and charged with murder and attempted rape, according to online court documents.
According to an affidavit of probable cause, new surveillance footage and eyewitness accounts confirm Martinez was walking with Shannon shortly before the body was discovered around 11 a.m. on Dec. 22.
Surveillance footage from the area shows Shannon walking with a man in a blue hooded sweatshirt, shorts, white socks and sandals on Block 100 of Velveque Street around 7:30 a.m. It was reflected.
According to the affidavit, on December 23, witnesses said they saw Shannon and a man walking into the northwest corner of Sunken Garden around 7:45 or 8:00 am.
According to police, witnesses noticed it was cold and it was starting to snow and suspected the two of them were walking in the park.
Witnesses said Shannon had a “stone-cold” look about her, and witnesses saw no obvious injuries.
Witnesses then walked to the N. Front Street side of the Sunken Garden and heard loud noises in the area Shannon and the man entered. According to the affidavit, the witness did not see Shannon, only a man standing and looking over his shoulder.
Shannon’s body was found hours later in the northwest corner of the park, in front of the service door.
An autopsy was performed on Shannon by the Dauphin County coroner’s office on December 27, and her cause of death was determined to be homicide with multiple traumatic injuries.
On December 29, officers were reviewing surveillance footage when a shelter employee claimed a guest had said a man named Brandon had killed Shannon.
According to the affidavit, the employee showed officers a picture of Brandon Martinez, which matched the man in the surveillance footage.

According to the affidavit, Martinez was allegedly in Blair County wearing the same blue sweatshirt and sandals seen in the surveillance footage.
He is currently in Dauphin County Jail. Due to the nature of the charges, bail was denied. His preliminary hearing is scheduled for his February 1st.
A memorial to Shannon has since been installed at Sunken Garden Park.
